China Pledges to Protect Interests Amid U.S. AI Export Restrictions

China has firmly opposed new U.S. restrictions on artificial intelligence (AI) technology exports, vowing to take decisive actions to safeguard its legitimate rights and interests.

Speaking at a regular press conference on Tuesday, Chinese Foreign Ministry spokesperson Guo Jiakun criticized the recent U.S. measures that limit the sale of advanced AI technology. The new rules not only tighten export controls on AI chips and model parameters but also extend extraterritorial jurisdiction, affecting third parties involved in normal trade with China.

“The United States has politicized and weaponized economic and technological issues under the guise of national security,” Guo stated. “These actions severely disrupt market rules and the international economic and trade order. They significantly impact the stability of global industrial and supply chains, harming the interests of businesses in both China and the United States, as well as other countries.”

Guo emphasized that AI is a shared asset of humanity and should not become a tool for a select few. “AI should not be a game for wealthy nations and individuals, nor should it be used to create new development gaps,” he said.

He accused the United States of attempting to maintain its dominance by creating hierarchies in the field of AI, effectively depriving developing countries, including China, of opportunities for technological advancement. “Such policies act as stumbling blocks that contradict the common interests of nations promoting the responsible development of AI,” Guo warned, highlighting the potential for a new technological Cold War initiated by the United States.

Guo also noted that many U.S. technology companies and industry associations have openly opposed the measures introduced by the Biden administration.

Highlighting China’s commitment to global AI governance, Guo said, “China is an active advocate and practitioner in this field.” He pointed out that China has proposed the Global AI Governance Initiative, promoted the adoption of a resolution on AI capacity building at the United Nations General Assembly, and established a group of friends for international cooperation on AI capacity building.

“China will continue to collaborate with all parties to create an open, inclusive, universally beneficial, and non-discriminatory environment for AI development,” Guo concluded. “We aim to ensure that the benefits of AI reach all countries.”
