State Council Discusses Trade in Services Services Consumption

China Unveils Plans to Boost Services Trade and NEV Battery Recycling

Chinese Premier Li Qiang presided over a State Council executive meeting on Friday, unveiling plans to boost trade in services and enhance the recycling of used new energy vehicle (NEV) power batteries.

The meeting approved an action plan to improve the recycling system for NEV power batteries, emphasizing the importance of building a normative, safe, and efficient recycling and utilization system. Efforts will be made to ensure that power batteries can be traced throughout their entire life cycle, covering production, marketing, disassembly, and utilization.

In a move to stimulate trade in services, China will adopt innovative measures and fully apply a negative list for cross-border trade in services. New opening-up measures will be introduced in sectors such as telecommunications, education, culture, medical services, and finance.

The country aims to boost exports of services and expand multilateral, bilateral, and regional cooperation on trade in services and digital trade. High-quality development of services consumption was also highlighted, with a call to increase the supply of quality services through comprehensive use of fiscal, tax, and financial policies.

The meeting also noted the completion of handling all suggestions and proposals submitted by lawmakers and political advisors last year. It called for further efforts to handle this year’s suggestions and proposals effectively to garner broader public support for the country’s high-quality development.
