Hong Kong’s LegCo Gears Up for China’s 15th Five-Year Plan

As China prepares to shape its future with the upcoming 15th Five-Year Plan (2026-2030), the Legislative Council (LegCo) of the Hong Kong Special Administrative Region is stepping forward to play a pivotal role in supporting national development.

Embracing National Security

Understanding the importance of a secure environment, LegCo has been proactive in enhancing measures to safeguard national security. Following guidance from Chinese President Xi Jinping, who emphasized a forward-looking approach to address both internal and external risks, LegCo has enacted significant legislation to bolster Hong Kong’s stability.

In March 2024, the Safeguarding National Security Bill was unanimously approved, complementing national efforts to maintain security in the Hong Kong Special Administrative Region. Additionally, LegCo has passed laws to enhance cybersecurity and define the mandates of security offices, ensuring the city’s resilience against potential threats.

Driving Innovation and Technology

With a focus on technological innovation as a driving force for economic growth, LegCo is committed to transforming Hong Kong into an international innovation and technology (I&T) hub. Key to this vision is the development of the Northern Metropolis, a new area designed to be a catalyst for integration with the Guangdong-Hong Kong-Macao Greater Bay Area.

The Finance Committee of LegCo has approved funding exceeding HK$100 billion for infrastructure projects in the Northern Metropolis. These initiatives aim to promote high-end professional services, logistics, and I&T industries, attracting investment and talent to the region.

Expanding Global Partnerships

In an ever-changing international landscape, LegCo members are actively engaging with global partners to strengthen ties and expand their circle of friends. Delegations have visited countries in the Association of Southeast Asian Nations (ASEAN) and Japan, advocating for Hong Kong’s early accession to the Regional Comprehensive Economic Partnership (RCEP).

These efforts aim to clarify misunderstandings about Hong Kong and promote the “One Country, Two Systems” principle, highlighting the city’s stable and prosperous environment for investment. LegCo continues to host engagement events with international representatives to foster cooperation and explore new opportunities.

As Hong Kong marks the 28th anniversary of its return to the motherland, LegCo reaffirms its commitment to contributing to the nation’s growth. By embracing change and pursuing innovative initiatives, LegCo members are well-positioned to actively participate in the formulation of China’s 15th Five-Year Plan.

Leveraging Hong Kong’s unique advantage of strong support from the Chinese mainland and its global connections, LegCo aims to strengthen the city’s role as a “super connector” and “super value-adder,” facilitating international trade and cooperation.
