China has unveiled an ambitious plan to revolutionize its rural transportation infrastructure, aiming to boost economic growth and improve the lives of millions in the countryside.
On Friday, the State Council Information Office released a white paper titled “China’s Rural Roads in the New Era”, highlighting the remarkable achievements in rural road development and outlining a vision for the future.
Bridging Distances: 4.6 Million Kilometers of Roads
By the end of 2023, China’s rural road network had expanded to an impressive 4.6 million kilometers—enough to circle the equator 115 times. This marks a 21.7% increase since 2013, connecting even the most remote villages to urban centers.
The comprehensive network features county roads linking rural and urban areas, township roads intersecting throughout the countryside, and village roads bridging households and farmland. This infrastructure is not just about transportation—it’s about paving the way for prosperity.
Empowering Rural Communities
Since 2014, over 1.4 million kilometers of rural roads have been built or upgraded in previously impoverished regions. By 2019, all towns, townships, and administrative villages with suitable conditions were connected by paved roads, and by 2020, bus services reached these villages.
These developments have dismantled long-standing barriers, fostering economic and social growth. Improved transport has attracted investment, projects, and talent to rural areas, creating jobs and new opportunities for income.
Creating Jobs and Boosting Incomes
Currently, rural road construction projects provide employment for around 80,000 people in need, offering an average annual income increase of approximately 8,500 yuan (about $1,183). Additionally, about 850,000 jobs are available in road management and maintenance, with an average annual income of 13,000 yuan.
These opportunities are not just numbers—they represent real change in people’s lives, contributing to poverty alleviation and the overall goal of building a moderately prosperous society.
International Cooperation and Shared Success
China is also sharing its expertise globally, aiding in rural road construction in other developing countries. Chinese highway standards have been applied in projects like Indonesia’s Surabaya-Madura Bridge and Mozambique’s Maputo-Katembe Bridge.
Through initiatives like the Global Sustainable Transport Innovation and Knowledge Center, China is promoting international cooperation and knowledge exchange. Training programs have been held in countries such as Botswana, supporting the development of transport infrastructure worldwide.

As China continues to advance rural revitalization, the government is integrating road development with economic growth strategies. This includes modernizing rural industries, boosting tourism, and utilizing unique local resources.
