Premier Li Qiang Calls for Fairer Law Enforcement to Boost Business Confidence
Chinese Premier Li Qiang has emphasized the need for stronger enforcement procedures and better supervision to enhance the quality of administrative law enforcement in China. Speaking at a State Council study session on Monday, Li highlighted that abuses of administrative discretion and unfair law enforcement still persist in some areas.
“We must address the issues that greatly concern our people and businesses,” Li stated. He called for improvements in benchmarks for administrative discretion and for standardizing the exercise of power to ensure fairness and justice.
As part of these efforts, Li announced a special initiative to be launched in 2025 aimed at regulating business-related law enforcement. The initiative seeks to improve the business environment, boost market confidence, and stabilize expectations.
Li also suggested applying flexible measures to minor offenses that involve no intent and pose limited social harm. “In improving enforcement methods, we can be more flexible where appropriate,” he said.
The session included a lecture by Hu Jianmiao, a professor at the Party School of the Central Committee of the Communist Party of China (National Academy of Governance). Vice Premiers He Lifeng and Zhang Guoqing, along with State Councilor Wu Zhenglong, also participated in the discussions.
