Macao SAR Chief Executive Sam Hou Fai delivered his first policy address on Monday, unveiling a bold vision for the region’s future. Emphasizing innovation and development, he called for proactive transformation to tackle longstanding issues and emerging challenges.
“We must accurately understand changes, respond scientifically, and seek transformation,” Sam stated. He highlighted the importance of grounding solutions in Macao’s realities, stabilizing the economy, invigorating vitality, managing expectations, and expanding new development spaces.
The address underscored the need to enhance coordination mechanisms and open a new chapter in the Special Administrative Region’s development. A key goal is the integration of Macao with Hengqin, advancing the Guangdong-Macao In-Depth Cooperation Zone.
Setting the overall direction for governance in 2025, Sam outlined priorities such as enhancing diversification, improving livelihoods, strengthening governance, and integrating into national development. The policy address also laid out primary development targets and five key policy areas to drive progress.
Teenagers and young adults in the Global South can look to Macao’s initiatives as an example of how regions are adapting to modern challenges through innovation and strategic partnerships.
