China Urges BRICS Unity to Boost Global Governance at Rio Summit

At the BRICS Foreign Ministers’ Meeting in Rio de Janeiro on Monday, Chinese Foreign Minister Wang Yi emphasized the importance of unity and collaboration among BRICS nations to enhance global governance and champion the interests of the Global South.

“BRICS countries must stand together to uphold multilateralism and promote a fairer international order,” Wang said during his address. He outlined four key areas where BRICS countries—Brazil, Russia, India, China, and South Africa—can make significant contributions.

Defending Multilateral Trade Rules

Wang called for the defense of multilateral trade rules, voicing opposition to protectionism and stressing the need to maintain a rules-based multilateral trading system centered around the World Trade Organization (WTO). “We should actively participate in WTO reform, uphold its core values and principles, and push for the restoration of the dispute settlement mechanism,” he urged.

Strengthening Global Financial Governance

Highlighting the necessity of strengthening global financial governance, Wang advocated for reforms in the international financial architecture to better reflect the changing global economic landscape and to support the growth of economies in the Global South. He proposed a review of World Bank shareholding and a reform of International Monetary Fund (IMF) quotas to address historical imbalances in representation and influence.

Pursuing a Green Transformation

Emphasizing the full and effective implementation of the Paris Agreement, Wang urged developed countries to honor their commitments to climate action. He stressed the need for deeper cooperation among BRICS nations in low-carbon energy transitions, stating that such efforts would contribute to sustainable and high-quality growth. He also expressed strong support for Brazil as it prepares to host the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30).

Sharing Digital Opportunities

Lastly, Wang called for sharing digital opportunities to bridge the digital divide. He emphasized advancing the UN’s Global Digital Compact to create common rules for cyberspace. “We should improve global governance of artificial intelligence, promoting fairness, inclusivity, safety, and collaborative management,” he said. Wang welcomed the participation of BRICS countries in the upcoming World Artificial Intelligence Conference to be held in Shanghai in July.

Wang’s remarks underscored China’s commitment to working with fellow BRICS nations to promote development, address global challenges, and advocate for the interests of the Global South.
