China’s High-Tech Leap: Xi Jinping’s Push for Innovation and Growth

Luoyang, Henan Province — In a move that underscores China’s commitment to innovation and high-quality development, Chinese President Xi Jinping visited Luoyang Bearing Group Co., Ltd., a traditional manufacturing firm that has transformed into a leader in advanced technology.

The company has invested heavily in scientific research, building a cutting-edge bearing test platform for aerospace, wind power generation, high-speed railways, and new energy vehicles. By embracing technologies like 5G Industrial Internet of Things, they’ve fully digitalized their processes from design to delivery.

“Modern manufacturing relies on sci-tech empowerment,” President Xi said during his visit on Monday. He emphasized the need for core technological breakthroughs and the pursuit of independent innovation. Xi called for unwavering confidence in boosting high-quality development and enhancing governance efficiency, urging Henan to open a new chapter in advancing Chinese modernization.

Driving High-Quality Development

By the end of 2023, Henan Province became home to approximately 10.94 million business entities. Many are creating new momentum by focusing on building a green, low-carbon, and circular economy. This approach effectively reduces resource and environmental costs while enhancing development potential.

The province has established 27 provincial laboratories and six industrial technology research institutes, which have become crucial platforms for developing new, high-quality productive forces. These labs focus on cutting-edge fields like new materials, new energy, biomedicine, food technology, and nanobiology. They’ve played a significant role in transforming traditional industries and promoting strategic emerging industries.

With over 12,000 high-tech enterprises, Henan has seen an average annual growth rate of 62.3 percent in technology contract transactions. Recently, the province issued an action plan to promote high-quality development of the private economy, aiming to increase support in areas such as transformation, innovation, market development, talent acquisition, and research investment.

Guided by scientific and technological innovation, Xi encouraged the province to develop new productive forces in line with local conditions and strengthen support for a modern industrial system to promote high-quality development.

Preserving Culture and Enhancing Governance

During his tour, Xi also visited the White Horse Temple, originally built during the Eastern Han Dynasty (25-220), and the Longmen Grottoes, a UNESCO World Heritage site over 1,500 years old. He learned about local efforts to preserve and promote Chinese culture. Xi highlighted the potential of integrating culture and tourism, advocating for the high-quality development of the sector to benefit the people and enrich their lives.

Emphasizing the need to enhance governance efficiency, Henan Province has improved law-based practices and increased the use of intelligence and professionalism in grassroots governance. Empowered by smart governance, local governments are improving public services. For example, artificial intelligence enables quicker organization and categorization of queries related to people’s livelihoods, offering more efficient solutions.

The province has also taken measures to reduce bureaucratic hurdles, effectively lessening the burden on grassroots organizations. Beyond Henan, China has rapidly advanced e-governance, introducing one-stop government service platforms and virtual public services to enhance administrative efficiency and modernize governance.

“We must enhance social governance and improve public service levels,” Xi stated, urging efforts to give full play to the role of law in regulating and safeguarding society while ensuring security through comprehensive measures.
