China to Roll out 10 National Data Element Comprehensive Pilot Zones

China Launches 10 Data Pilot Zones to Boost Digital Economy

China is set to launch 10 national data element comprehensive pilot zones across the country, including in Beijing, Zhejiang Province, and Anhui Province. This initiative aims to support data-driven businesses and foster dynamic, efficient data markets at the local level, accelerating the integration of digital technology with traditional industries.

In January, southwest China’s Guizhou Province received official approval to establish the nation’s first big data comprehensive pilot zone. This zone is expected to advance data infrastructure, nurture the data element market, and serve as a model for other regions.

The pilot zones are designed to promote the circulation and use of data elements, stimulating business vitality and expanding the data market. As the host city of the National Data Administration, Beijing is positioning itself as a national hub for data governance and circulation.

According to a press conference by Beijing Municipality in March, the city is building a comprehensive public data system. This system has aggregated over 700 billion data entries, established more than 2,400 governance rules, created 1.3 billion multidimensional labels, and released seven national data standards.

Beijing has also opened 18,000 datasets to the public. Through its financial data zone, it has delivered 370 million data services to over 60 financial institutions and 700,000 market entities, paving the way for safer, more efficient cross-sector data use.

This move marks a significant step in China’s efforts to strengthen its digital economy, leveraging data as a key resource for innovation and growth.
