Chinese President Xi Jinping has unveiled an ambitious blueprint for the future of China’s cities, emphasizing innovation, sustainability, and a people-centered approach. Speaking at the Central Urban Work Conference in Beijing, held from Monday to Tuesday, Xi outlined the key priorities that will shape urban development in the years to come.
“Our goal is to build modern cities that are not only innovative and beautiful but also desirable places to live,” Xi said. “We must focus on creating urban environments that improve the quality of life for our people.”
China has experienced rapid urbanization since the late 1970s. Today, over 67% of its population resides in cities, a significant increase from just over a decade ago when the urban population first surpassed that of rural areas.
According to Xi, urban development is entering a new phase. The focus is shifting from rapid expansion to enhancing the quality and efficiency of existing urban spaces. The plan includes optimizing the modern urban system and building vibrant cities powered by innovation.
The priorities outlined at the conference include:
- Creating comfortable and convenient living environments.
- Promoting green, low-carbon, and aesthetically appealing urban spaces.
- Enhancing urban safety and resilience.
- Fostering cities that uphold moral integrity and social civility.
- Advancing the development of smart cities with efficient services.
Xi emphasized the importance of a people-oriented approach, stating that urban development should be “of the people, for the people, and by the people.” He called for greater emphasis on distinctive city features, improved governance, and strengthened coordination among urban planners and officials.
The conference also highlighted the need for the Communist Party of China (CPC) to strengthen its leadership over urban work to achieve these goals. Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered the concluding speech at the meeting.
With these new directives, China aims to forge a path toward urban modernization that reflects its unique characteristics and meets the needs of its people.
