Despite these positive impacts, some critics question China’s growing presence in Latin America, fearing a shift in regional influence. However, local perspectives tell a different story. Leolino Dourado, a researcher at the Universidad del Pacifico in Lima, noted, “American concerns about the port being used by the Chinese military have not resonated in Peru, which has welcomed the prospect of a high-tech hub attracting investment to the region.”
