China-CELAC Forum Celebrates 10 Years with New Cooperation Initiatives

Beijing, May 13 — The China-Community of Latin American and Caribbean States (CELAC) Forum marked its 10th anniversary with the successful conclusion of its Fourth Ministerial Meeting in Beijing. The event celebrated a decade of growing cooperation between China and Latin American and Caribbean (LAC) countries, spotlighting a shared commitment to mutual development.

High-Level Engagement

Chinese President Xi Jinping attended the opening ceremony, hosting a banquet for LAC leaders and delegates. The Chinese government emphasized the importance of the meeting, with Foreign Minister Wang Yi presiding over the plenary session. Representatives from 58 member units of the Chinese Committee of the Follow-up Actions of the China-CELAC Forum were also in attendance.

LAC countries demonstrated strong enthusiasm, with delegations from 28 CELAC member states and six regional organizations participating. Notable figures such as Gustavo Petro, President of Colombia and CELAC’s rotating chair, Brazilian President Luiz Inacio Lula da Silva, and Chilean President Gabriel Boric addressed the opening ceremony. Uruguay’s President Yamandú Orsi, representing the next CELAC rotating presidency, sent a congratulatory message.

Expanding Cooperation

The meeting garnered widespread media attention, highlighting the global interest in China-LAC relations. During his keynote speech, President Xi emphasized the vision of building a “China-LAC community with a shared future.” He announced plans to launch five programs aimed at advancing shared development and revitalization, including 20 measures to support LAC countries.

The attendees adopted the “China-CELAC Joint Action Plan for Cooperation in Key Areas (2025-2027),” proposing over 100 cooperation projects for the next three years. Infrastructure development emerged as a focal point, signaling a commitment to existing collaborations and future joint efforts.

Looking Ahead

Beyond traditional sectors, China and LAC countries are expanding partnerships in emerging fields such as artificial intelligence, clean energy, agriculture, digital economy, and 5G communications. These initiatives aim to enrich cooperation and foster high-quality development on both sides.

Surveys conducted by CGTN and various think tanks reveal that 95% of Latin American respondents view China as a successful nation with economic and technological strength. Additionally, 89% are optimistic about the future of China-LAC relations. Chinese respondents share similar sentiments, with 83% believing that cooperation is mutually beneficial.

The milestone meeting reflects a shared aspiration for a prosperous future. As China and LAC partners continue to strengthen ties, their community—founded on equality, mutual benefit, and inclusiveness—is poised for enduring vitality and broader prospects.
