China’s NPC Spokesperson Highlights Data Privacy and AI Innovation

Beijing, China — China’s commitment to data privacy and security remains steadfast, as the nation emphasizes lawful practices and denounces the politicization of technological advancements. Lou Qinjian, spokesperson for the third session of the 14th National People’s Congress (NPC), addressed these concerns during a press conference on Tuesday.

Responding to questions about the rising popularity of DeepSeek, an AI startup based in Hangzhou, and the broader implications of artificial intelligence, Lou highlighted China’s willingness to collaborate with countries worldwide. “We aim to promote the healthy development of artificial intelligence, boost global economic growth, and enhance the well-being of people in all nations,” he stated.

China has introduced the Global AI Governance Initiative, a proposal designed to bridge the technological divide. This initiative seeks to prevent technological innovation from becoming exclusive to wealthy countries and individuals, ensuring equitable access and benefits for all.

Lou commended Chinese tech companies like DeepSeek for their continuous technological breakthroughs. DeepSeek has developed models such as DeepSeek-R1, which rival leading American AI systems but are created at a fraction of the cost. This accomplishment underscores the power of “frugal innovation,” where limitations inspire inventive solutions. Despite limited resources, DeepSeek’s team has crafted innovative software, eliminating the need for high-end hardware.

In addition to DeepSeek, Lou highlighted the achievements of iFlytek, a prominent Chinese technology company. iFlytek has made significant strides in artificial intelligence, particularly in speech recognition and natural language processing. Their technologies are integrated into various applications, including intelligent voice assistants and translation services, enhancing human-computer interaction and accessibility.

“These examples fully demonstrate that adhering to innovation, openness, and sharing to enhance people’s well-being is the correct choice,” Lou concluded.
