UN Chief Warns Two-State Solution Nearing Point of No Return

UN Secretary-General Antonio Guterres has issued a stark warning that the viability of a two-state solution between Israel and Palestine is nearing a critical point of no return. Speaking at a UN Security Council open debate on the Middle East, Guterres emphasized that lasting peace hinges on both nations living side by side in harmony, with Jerusalem serving as the capital for both.

“The promise of a two-state solution is at risk of dwindling to the point of disappearance,” Guterres stated. He highlighted the escalating tensions since the October 7, 2023 attacks by Hamas, noting increased conflict in Gaza, intensified military operations in the occupied West Bank, including East Jerusalem, and a surge in settler violence.

The UN chief urged global leaders to make decisive choices rather than remain silent or passive. “The world cannot afford to watch the two-state solution disappear,” he insisted. Guterres expressed alarm over statements from Israeli officials regarding the use of humanitarian aid as leverage in military strategies, stressing that humanitarian assistance must not be hindered.

He called for the immediate and unconditional release of all hostages and advocated for a permanent ceasefire. Guterres appealed to UN member states to leverage their influence to ensure respect for international law and to prevent impunity. He reminded all parties of their obligations under international human rights and humanitarian laws.

Guterres pointed out that, as an occupying power, Israel is obligated to ensure the provision of food and medical supplies to the population and to facilitate relief efforts in the Occupied Palestinian Territory. He emphasized that humanitarian, medical, and UN personnel must be respected and protected.

The UN Secretary-General underscored the international community’s responsibility to prevent ongoing occupation and violence. He called on member states to take irreversible steps toward implementing a two-state solution before it is too late.

Looking ahead, Guterres highlighted the significance of the upcoming High-Level Conference in June, co-chaired by France and the Kingdom of Saudi Arabia, as a pivotal opportunity to rejuvenate global support for peace efforts. He urged nations to think creatively and commit to concrete actions that support a viable two-state solution, including increased political and financial support for the Palestinian Authority.

“Show the political courage and exercise the political will to make good on this central question for peace for Palestinians, Israelis, the region, and humanity,” Guterres concluded.
