China’s permanent representative to the United Nations, Fu Cong, has called on the international community to strengthen solidarity and coordinate efforts to support Syria in achieving stability and development.
Speaking at a UN Security Council meeting on Wednesday, Fu emphasized that Syria is at a critical juncture with daunting challenges ahead. He urged all nations to respect Syria’s right to determine its own future and to support a Syrian-led and Syrian-owned political process in line with Council Resolution 2254.
“We expect all parties in Syria to proceed from the long-term interests of the country and its people and to start an open and inclusive political settlement process,” Fu said, noting the postponement of a national dialogue conference previously scheduled for January 5.
The Chinese envoy stressed that the global stance of zero tolerance for terrorism must remain unwavering. He expressed concern over reports that the Syrian army has granted senior military ranks to foreign terrorist fighters, including the leader of the Turkistan Islamic Party, also known as the East Turkestan Islamic Movement, a group listed as a terrorist organization by the UN Security Council.
Fu called on Syria to fulfill its counter-terrorism obligations and prevent any terrorist forces from using Syrian territory to threaten the security of other countries.
Highlighting the dire humanitarian situation, Fu noted that over 16 million people in Syria are in urgent need, with prolonged unilateral sanctions exacerbating their suffering. He urged the international community to increase assistance to Syria.
“The UN should play a coordinating role, speeding up the implementation of humanitarian projects and prioritizing the needs of the population to survive the winter,” he said. “All parties in Syria should abide by international humanitarian law, cooperate actively with humanitarian operations, and ensure humanitarian access and the safety of humanitarian personnel.”
Fu also reaffirmed that the Golan Heights is internationally recognized as occupied Syrian territory. He called for the implementation of Council resolutions on the Golan Heights and compliance with the 1974 agreement on disengagement of forces.
“China has long pursued a policy of friendship and cooperation with Syria and has never interfered in its internal affairs,” Fu stated. “We stand ready to continue working with the international community for Syria to have a smooth transition and gradually embark on a path of peaceful development.”
