China’s New Plan to Boost Domestic Services and Help Rural Workers

China has announced a new plan to expand its domestic service industry, aiming to revitalize rural areas and improve livelihoods. The plan, released on Monday by the Ministry of Commerce and eight other government agencies, sets forth 14 specific measures to boost employment and stimulate consumer demand.

The initiative focuses on encouraging rural workers to participate in the domestic service sector, providing them with opportunities for stable employment. By enhancing vocational training, the plan seeks to improve skills and ensure that workers can meet the growing demand for domestic services in urban areas.

To support these efforts, the government intends to increase the supply of affordable housing, making it easier for migrant workers in the domestic service industry to settle in cities. The plan emphasizes equal access to basic public services, helping these workers integrate into urban communities as soon as possible.

With nearly 300 million rural migrant workers at the end of 2022, China recognizes the importance of the domestic service sector as a key driver of employment. The industry currently employs over 30 million professionals across more than one million enterprises, generating a market size exceeding 1.1 trillion yuan (approximately $153.83 billion).

This comprehensive plan reflects China’s broader efforts to promote all-around rural revitalization, improve people’s livelihood, and stabilize employment amid changing economic conditions.
