At least 18 people have died and dozens are missing after a tourist boat carrying over 50 passengers capsized on Saturday in Vietnam’s Ha Long Bay. The tragedy unfolded when sudden heavy rain struck the area, causing the vessel to overturn in the UNESCO World Heritage site.
