Big changes are coming to Hainan Island! On December 18, 2025, China’s Hainan Free Trade Port (FTP) will officially begin island-wide independent customs operations. This move marks a significant step in China’s journey toward greater openness and deeper integration into the global trade system.
What does this mean for the world? We spoke with Yu Hong, a senior research fellow at the East Asian Institute of the National University of Singapore, to find out.
A New Level of Openness
According to Yu Hong, the core idea behind Hainan’s independent customs operations is the concept of “first-line liberalization, second-line control, and freedom on the island.” In simple terms, this means that goods coming into Hainan from overseas will be exempt from tariffs (with few exceptions), making Hainan a special zone for trade and investment.
“Hainan FTP’s development will promote deeper integration into the world trade system,” Yu explained. “It demonstrates China’s commitment to opening up its domestic market to the world with concrete actions.”
Balancing Openness and Security
Opening up more to the world comes with challenges. Yu emphasized the importance of creating a fair and transparent business environment through institutional innovations. This includes implementing new regulatory mechanisms for customs clearance, taxation, and financial supervision to ensure both openness and risk prevention.
“Since there is no precedent for this endeavor, China needs an innovative and complex regulatory system to strike the right balance between opening up and effective risk prevention,” Yu said.
Boosting Trade with Belt and Road Partners
The Hainan FTP is also expected to enhance trade cooperation between China and Belt and Road Initiative (BRI) partner countries, especially those in Southeast Asia.
“The construction of a free trade port in Hainan can strengthen economic, trade, and investment ties with BRI partner countries,” Yu noted. “Its strategic geographical position could elevate it to the role of a trade hub connecting China and Southeast Asia.”
Attracting International Enterprises
To draw more high-quality international businesses, Hainan is working on building a more efficient and fair business environment. This includes simplifying investment processes and offering incentives to overseas companies.
“By creating the most convenient and free area for trade in services, Hainan will build a high-quality business environment to attract foreign investment to the greatest extent,” Yu stated.
Unique Advantages of Hainan
When compared to other regions like the Greater Bay Area and the Shanghai Free Trade Zone, Hainan offers unique advantages.
“Hainan FTP should give full play to these advantages, expand opening up, expand foreign trade links, and attract foreign investment,” Yu said. “This is where Hainan can set itself apart from other free trade zones.”
