China Vows to Lead in Global Green Development

In response to a landmark advisory opinion by the International Court of Justice (ICJ) on climate change, China’s Foreign Ministry spokesperson Guo Jiakun announced that China is ready to enhance global cooperation to combat climate change. Speaking at a press briefing on Thursday, Guo emphasized China’s dedication to implementing the United Nations Framework Convention on Climate Change (UNFCCC) and promoting a fair and equitable global climate governance system.

The ICJ’s advisory opinion, issued on July 23, confirmed that the UNFCCC is the principal legal instrument for addressing the global challenge of climate change. It also clarified countries’ rights and obligations under international environmental law, marking what some nations are calling a decisive moment for global climate justice.

Guo highlighted that the ICJ recognized key principles such as common but differentiated responsibilities, sustainable development, and equity as guiding interpretations of international law. “It stresses that developed countries should take the lead in combating climate change and that all countries have an obligation to strengthen international cooperation,” Guo said.

He noted that the advisory opinion reflects the longstanding positions of developing countries, including China, and is significant for advancing international climate cooperation. “China actively participated in this advisory opinion,” Guo added.

As the largest developing country, China has been a strong supporter and contributor to green development. Guo reiterated China’s commitment to achieving its goals of carbon peak and carbon neutrality. “We will make the world’s biggest cut in carbon emission intensity and move from carbon peak to carbon neutrality in the shortest time frame ever seen in history,” he stated.

China’s affordable clean energy technologies have significantly reduced costs for the global transition to green and low-carbon energy. Additionally, China has provided substantial assistance to other developing countries through South-South cooperation initiatives.

“Regardless of how the world changes, China will not slow down its climate actions, reduce its support for international cooperation, or cease efforts to build a community with a shared future for humanity,” Guo affirmed.
