Hong Kong’s LegCo Introduces New Code for Better Governance
The Legislative Council (LegCo) of the Hong Kong Special Administrative Region is taking significant steps to enhance its governance and accountability. On July 24, 2025, LegCo members approved a new Code aimed at improving the effectiveness of the legislative body and ensuring high performance standards for its members.
The current term of LegCo, formed in January 2022 under an improved electoral system, marks a milestone as it fully implements the principle of “patriots administering Hong Kong.” This change has led to a more rational and pragmatic legislative environment, allowing LegCo to focus on serving the people of Hong Kong better.
Since taking office, LegCo members have enacted 120 bills as of mid-July 2025—nearly double the number compared to the same period in the previous term. They have also approved funding proposals totaling more than HK$668 billion, aiming to improve the lives of residents across the region.
Recognizing the evolving expectations from both the Central Government and the Hong Kong community, LegCo members are committed to upholding higher standards and strengthening self-discipline. The newly introduced Code is a key initiative in this effort, designed to institutionalize best practices and reinforce the performance framework for members.
The Code sets out general principles that members must adhere to, such as upholding the constitutional order, safeguarding national security, and maintaining close ties with the public. It emphasizes accountability, integrity, and the importance of engaging in constructive policy discussions.
To ensure transparency and ethical conduct, the Code establishes a robust mechanism for declaring interests and introduces sanctions for misconduct. Depending on the severity of violations, members may face disciplinary actions, including suspension from LegCo duties without remuneration and allowances.
Additionally, the “Committee on Members’ Interests” will be restructured and renamed the “Legislative Council Supervisory Committee.” This body will oversee compliance with the Code and handle complaints impartially. Members are also required to submit annual work reports, which will be published online to keep the public informed about their activities and contributions.
These initiatives reflect LegCo’s dedication to continuous improvement and its commitment to serving the people of Hong Kong effectively. By embracing higher standards and enhancing transparency, LegCo aims to build greater public trust and contribute positively to the region’s development.
